Current framework
As of 28 October 2026, ÖFB applications opened on 28 September. Eligible applicants are Türkiye-based investors with manufacturing incentive certificates and projects of at least TRY 100 million. Portal applications require E-TUYS authority. ÖFB does not confer financing entitlement; programme suspension or exhausted limits may end applications.
Balıkesir Investment Support Office — Priority Financing Certificate
Separate the certificate from financing
TİCİS recommends preparing both an investment file explaining project suitability and a financial file showing repayment capacity. Eligibility to apply does not guarantee a bank loan or coverage of every expense. Confirm tenor, pricing, collateral and drawdown terms with the relevant programme and bank.
Preparation before applying
Compare the incentive certificate with the proposed equipment, facility, capacity and timetable. Check company authorisation and the portal’s current document requirements. Use consistent amounts and assumptions across quotations, schedules and financing plans. These recommendations do not replace the official document list.
Identify equity, debt and other potential funding separately. Test exchange-rate changes, construction delays and slower capacity ramp-up. Do not present unconfirmed sales as guaranteed income.
TİCİS assessment: demonstrate repayment capacity
Explain when the investment will begin generating cash, not merely its size. Match investment payments, working-capital needs and expected receipts in a monthly schedule. Identify how a funding gap would be covered if completion is delayed.
Coordinate investment planning, finance and bank communications through a responsible owner. A consistent, verifiable application matters as much as submission speed. Avoid presenting ÖFB as a grant or loan guarantee.
This is general information and commercial analysis. Confirm application and lending conditions with the relevant authority and bank at the transaction date.
