The Carbon Cost of Exports to Europe: Preparing for CBAM in 2027

TİCİS TÜRKİYE · 28.10.2026

Why prepare now for 2027?

CBAM’s definitive regime began on 1 January 2026. It covers selected goods in cement, iron and steel, aluminium, fertilisers, electricity and hydrogen, not all exports. Check product codes and exemptions for the transaction.

European Commission — CBAM

The first declaration and corresponding certificate surrender for 2026 imports are due on 30 September 2027. When actual values are used, verified emissions data from third-country producers matter.

Importer obligations and producer preparation

TİCİS recommends agreeing data responsibilities and deadlines with the EU customer now. Prepare a written checklist covering product, installation, reporting period and calculation method. Distinguish the importer’s regulatory role from the producer’s contractual commitments.

Map goods to tariff codes instead of applying one sector-wide cost to every sale. Retain the basis for exclusions. Identify collaboration needs with the authorised declarant and verifier early.

Certificate price is not the invoice charge

The Commission’s Q3 2026 certificate price is EUR 82.32. Purchases start in February 2027; prices are quarterly for 2026 and weekly from 2027.

European Commission — Certificate prices

This is not an automatic tax per tonne of product. Do not add a fixed percentage to quotations without assessing embedded emissions and applicable calculation rules. Agree assumptions, treatment of revised data and cost allocation with customers.

TİCİS assessment: make data commercially useful

Start with your largest in-scope product family sold to the EU. Reconcile production, energy, procurement and sales records. Assign an owner, source and review date to each dataset. Establish regular data flows rather than estimating missing records at the deadline.

Assess lower-emission production against investment cost, energy savings, quality and customer demand. Do not guarantee a carbon-cost reduction without measurement. Commercial advantage may lie in traceable information that buyers trust, not simply in preparing a declaration.

General information only. Verify scope, exemptions and certificate calculations against current rules and transaction-specific professional advice.
