A manufacturer supplying an exporter may qualify for foreign exchange conversion support in certain transactions even without exporting in its own name. Supplying an exporter alone is not sufficient: the supply relationship, export and currency movement must be supported by documents appropriate to the application route. This guide uses the CBRT instructions dated 26 October 2026.
Who may benefit?
Article 5(6) covers currency sales on behalf of firms supplying or manufacturing goods for an intermediary exporter. This route excludes advance export payments. When documentation and other conditions are met, support is paid directly to the supplier/manufacturer. Article 5(15) provides a separate route for the Inward Processing Regime. The documentation and responsibilities of these two routes must not be confused. [1]
What changed on 26 October?
The foreign exchange position declaration is valid for three months from its date; the bank checks the conditions for each application. Firms with an FX position ratio above 10% cannot receive support. Under Article 5(6), the supplier/manufacturer signs and submits the request and position forms. Invoices for supplies made subject to export must cover the currency sold. The professional chamber activity certificate of the approving Turkish accountant, SMMM or YMM, must accompany the file. [1]
Documents for intermediary exports
The core Article 5(6) file includes the Annex E declaration, intermediary export agreement, relevant customs declarations identifying the supplier/manufacturer and the associated invoices for supplies made subject to export, together with the request and FX position forms. The bank verifies the supply relationship and foreign origin of the funds. An ordinary domestic invoice should not be assumed to replace this file. [1]
Inward processing: a different procedure
Under Article 5(15), the exporter submits the request and position forms. Annex F, the tax office letter confirming discharge of deferred VAT and the relevant invoices are required. The letter may predate the application by no more than one year. Currency sale proceeds in lira go to the exporter; support goes to the supplier. Under both routes, use is deducted from the supplier’s currency sale and support limits. [1]
Rate, duration and limits are different controls
The CBRT’s 28 September explanation states that the 3% support rate applies until 31 January 2027. This is not a commitment to maintain that rate afterwards. The firm’s currency sale limit, support ceiling and remaining capacity require separate checks; a published maximum is not an amount promised to every applicant. [2]
Clarify special cases before the transaction
Transactions involving imports without payment, advance payments, transfers from another bank or rediscount financing need separate review. In particular, firms borrowing under Annex 4 of the rediscount rules referenced in the instructions cannot receive support during the loan term; this restriction must not be extended indiscriminately to all rediscount loans. False declarations or misuse can lead to recovery and access restrictions. [1]
TİCİS recommendations: manage one consistent application file
First record which transaction and legal capacity underpin the request. Identify the application route on the file’s opening page so the exporter, manufacturer and bank do not work from different assumptions. Ask your accountant to check the relevant financial data and form validity. This preparation does not replace the official document list; it ensures that the documents substantiate one another.
Keep the agreement, invoices, declarations, receipts and bank correspondence under a common transaction reference. Resolve inconsistencies in company names, products, dates and amounts before selling the currency. Obtain the bank’s current checklist and the method for confirming remaining capacity. Assign a file owner to coordinate sales, accounting and treasury.
Agree with the exporter who receives the support and who prepares each document. Do not leave the request as an afterthought. Until payment is received, avoid treating the outcome as confirmed income; do not make sustainable pricing or the supply contract dependent on that payment.
TİCİS assessment: documented supply relationships can create an advantage
In our assessment, the opportunity extends beyond the support rate. A supplier that shares documents consistently, maintains traceable production records and keeps financial information current can manage application preparation more effectively. The same discipline can strengthen customer confidence and the quality of other financing discussions.
Instead of assuming all sales qualify, start by reviewing one export-linked transaction with complete records. Turn the preparation verified with your bank and accountant into a standard internal checklist. TİCİS seeks to make the opportunity visible without presenting support as an automatic entitlement or guaranteed payment.
